A new board at the Kenya National Examinations Council (Knec) has been constituted days after the former officials were sacked over widespread exam irregularities.
The new board will constitute the following members.
Chairman – George Magoha
Members of the board:
1. Education Principal Secretary Belio Kipsang.
2. National Treasury Principal Secretary Kamau Thuge.
3. Kenya Institute of Curriculum Development Director Julius Jwan.
4. Teachers Service Commission CEO Nancy Macharia.
5. Martin Osangiri Okiyo who represents persons with disabilites.
6. Former Kenya High School Principal Rosemary Saina will represent secondary schools.
7. John Onsite will represent technical institutions.
8. Pius Mutisya will represent quality assurance and standards department.
On Thursday, March 24, Education Cabinet Secretary Fred Matiangi fired the previous Knec board after they arguably failed to maintain examination standards as per Section 10 of the KNEC Act No. 29 of 2012.
The senior officials, led by CEO Joseph Kivilu, were also ordered to record statements with the police over cheating in the 2015 Kenya Certificate of Secondary Education exams.
Those who were directed to record statements over the 2015 exams cheating, besides Kivilu, are: Ambia Noor (senior deputy secretary – examinations), Maundu Mantenzawa (deputy secretary – security), Thomas McKenzie (principal examination secretary) and Sarah Majani (senior deputy secretary – reprographics).
Bobby Mwai, Geoffrey Gitogo, Michael Ndua and Richard Mwangangi also got similar orders from Interior Cabinet Secretary Joseph Nkaissery.
If charged over examination malpractices and found guilty, the officials could each be sentenced to prison for up to five years or be fined a maximum of KSh 1 million; or both.
KCSE 2015 exams saw a 70% increase in students’ cheating incidents (5,101) as compared to 2014 where only 2,975 candidates were involved in exam irregularities.
The KCSE 2015 exams were done
amid concerns of widespread cheating but the council maintained that everything was under control.
